KDOR Procedure that creates a bogus lease number for reclaimers
First use of this procedure: August 2005 for May 2005 production
PROBLEM:
Five digit DOR account numbers that start with “9” are classified as “reclaimers”. The oil that they report can often be traced to a particular well. On occasion, however, reclaimers will report oil from many leases, tanks and various other sources that cannot be associated with a particular well or county. Reclaimed oil and/or condensate severed from below the surface are subject to Kansas Severance Tax and must be reported. A problem arises when many wells from many counties contribute to a reclaimer’s oil tank or when numerous gas wells in various counties produce condensate in a pipeline, how is this production allocated to a specific lease, which by definition is in a specific location?
SOLUTION:
As this situation arises for each reclaimer, KDOR (Kansas Department of Revenue) will issue an oil lease number to accommodate production that cannot be associated with any particular well or lease. Each reclaimer will have one such number issued, if they require it. On the KGS web site, these leases will be named “RECLAIMED OIL and/or CONDENSATE.” Remember that leases of this sort do not represent an actual well. Do not associate reported production with any county, legal description or operator. The county and legal description will be the same as the mailing address of the reclaimer.
FIRST ISSUANCE UNDER NEW PROCEDURE:
KDOR lease #136976 is reclaimed oil and condensate from many wells. The reclaimer’s account number is 92044, Ellinwood Oil Reclaiming. The legal description and county shown in this lease is the physical location of their operation. It does not represent an actual producing hole in the ground. KDOR was told that the reported production would be predominately condensate from over 1000 gas wells in Southwest Kansas.
